There are a couple Roku apps that can be used for displaying cameras, IP Cam Viewer, CamDiggity for example, however not sure if you can access your specific DVR cams. The application waits for a new jpeg before it shows it on the screen, when I set the application to use the snapshot URL for my cameras, I get no flicker. One more thing, I don't know what resolution your camera has, but it you get the snapshot it very high resolution, can you try to see it works better if you lower the resolution?
